In a large bowl, whisk together flour, baking powder, baking soda, and salt. Set aside.
In a separate bowl, whisk together granulated sugar, brown sugar, eggs, Greek yogurt, melted butter, oil, lemon juice, lemon zest, and vanilla until smooth and well combined.
Pour wet ingredients into dry ingredients and stir with a spatula just until no flour streaks remain. Do not overmix; a few small lumps are fine.
Toss blueberries with 1 tablespoon flour in a small bowl, then gently fold into batter until evenly distributed.
Pour batter into prepared loaf pan and smooth the top. Sprinkle with turbinado sugar if desired.
Bake for 50-60 minutes, until a toothpick inserted into the center comes out with just a few moist crumbs. If the top browns too quickly, tent with foil after 40 minutes.
Cool in pan for 10 minutes, then lift out using parchment overhang and transfer to a wire rack to cool completely before slicing.
